Refactors useLocale (#908) 
* Removes unused component

* Refactors useLocale

We don't need to pass the locale prop everywhere

* Fixes syntax error

* Adds warning for missing localeProps

* Simplify i18n utils

* Update components/I18nLanguageHandler.tsx
